Once your SEC Certificate of Incorporation is issued, your business cannot legally operate until it secures a Mayor’s Permit (Business Permit) from the local government unit (LGU) where your physical office or facility is located.

Step-by-Step LGU Permit Workflow

  1. Barangay Clearance: Secure clearance from the specific barangay where your office or commercial space sits.
  2. Occupancy & Zoning Clearance: Verify that your physical address complies with the local land-use plan and building safety codes.
  3. Unified Business Permit Application (eBOSS):
    • Cebu City / Mandaue City: Applications are routed through local online portals or designated Business Permit and Licensing Offices (BPLO).
    • Davao City: Processed through Davao’s eBOSS (Electronic Business One-Stop Shop) system (appbts.davaocity.gov.ph).
  4. Regulatory Clearances:
    • Fire Safety Inspection Certificate (FSIC) from the Bureau of Fire Protection (BFP).
    • City Health Office (CHO) Sanitary Permit.
    • City Environment and Natural Resources Office (CENRO) Clearance.
  5. Assessment & Payment: Pay the local business taxes (LBT), regulatory fees, and local taxes at the City Treasurer’s Office.
  6. Permit Release: Receive the Mayor’s Permit, Business Plate/Sticker, and Sanitary Permit.
